Disrespectful and a waste of time

We agreed on an datetime for an online test. At that day I need to develop a Webapp in .NET within 4 hours and then submit this project for further evaluation.
I asked when I will got an answer from their side and they replied in following days.
After one week, they gave the excuse that they have many applicants but they will reply soon.
The same situation happened after some weeks and over and over for couple of months without any feedback or apologies.
I found this behaviour disrespectful. If somebody is taking 4 hours of his spare time at least they should show some respect and take serious their interviewer task.
