It is a small company. For the harmful things, the smaller the better.
Schlecht am Arbeitgeber finde ich
They do not have "Dokumentation Abteilung", this is backward.
They buy Screwdrivers of the competition an they try to imitate them.
They do not treat the candidates well, actually they pay no heed to them. I have seem that, before 1 hour of telephonic interview in German, they invite the candidates and they reject them because of not having enough level of German... Was not possible to realize it during the telephonic interview in german? Why do you keep making to the candidates lose time?

You do need a documentation department. You can not have high qualified engineers doing such a clumsy duties (documentation and useless german bureaucracy).
Use English instead of German as the language of the company. We are not anymore in 1940, and our foreigner employees will work more efficiently.
Change completely the Human Resources and also the Development department (Copying department) bosses.
If none of above advices work, give up and close the company, for a better world.
