Expectations set by company leadership would be realistic if the development organization was actually efficient and agile. However, since it takes 2 1/2 to 3 times as long as it should to provide quality software solutions the expectations end up being unrealistic for the organization.
As for involving employees in the decision making process, that does not happen regularly. And when it does happen, the employees are invited to the meetings but their input is not honestly considered.
Individuals work together well, but it is on an individual basis. The company wants internal organizations to work together, and there are so many meetings between the internal organizations, but very few actions actually come out of those meetings. There's a lot of discussions about the issues and projects, but nobody seems to want to commit to action. They want others to commit.
