Some divisions are better than others. Medical is the main breadwinner, and they have their culture down pretty well. It is the divisions that aren't doing so well where the stress is making the 'management' act on impulse rather than sound decision making you would expect from a leader.
Support from management
Certain divisions are good since they have been around the longest. Some of the younger divisions need to work on getting actual leaders rather than figure heads.
