It doesn't matter how hard you work, how much time you put in - if you're not a favorite of upper management, it's not worth it.
There are many from HR to upper admin and managers who are not trustworthy. You will be told one thing and then the complete opposite happens. The system is not fair. I can't repeat enough how if you are not a favorite of these upper admin and managerial positions, you mean absolutely nothing.
Support from Management
There is no leadership support. HR is only working for the upper admin and managers. HR turnover is quite high (every 1.5-2 years). If you are not a Ph.D. or on the admin team, your questions and concerns mean absolutely nothing.
