Support from management
No, continual GM change led to constant flux with no clear goals as every GM had their own agenda while the rest of the upper management never changed and had their own outlook on how this facility should run, constant strife in the front office. Only certain employees were ever included in decision making.
Upper management was constantly on middle management which ultimately trickled down to the employees with not good results. It's the old story..put 10 people in a line, tell number 1 a story, will the story be the same when it gets to number 10, hardly ever.
