I didn't like the fact that I wasn't able to upload my resume and that the area they had for job history was not sufficient. Also they sent me a letter saying that although I have impressive skills they decided to go with someone else. I've been doing this for 15years how do you pass that up especially someone with military experience. The position is on a military base.

Do not post a job to the public until you've already exhausted internal candidate pools. To post a job to the public and then tell all applicants that you're "sorry" but that you've hired someone from within the company is bad form and deceptive practice. Post the job internally for 2 weeks and interview any candidates. If you don't fill the position by then, open the position to the public AND HIRE SOMEONE FROM THE PUBLIC.

If the job has been open to the public, internal candidates don't get preferential treatment. That is standard HR practice. Quit posting jobs to the public and then handing the position over to someone who already works for you.
And try to hire externally, some time. Keeping the same mindset and not involving "new blood" or new ideas will make the company more stagnant than it is now.

It is a good practice to send results of interview even which was done by phone and is negative. The best practice is to send any information for example for rejected consideration like 'After careful consideration of your application and experience we considered to find another candidate. But we will keep your in mind for proper position'.
