our hospital was recently bought out in santa fe.When I became seriously ill it seemed like all the nurse staff were not full nurses,but students,and none from our city.Is that normal?

In order to receive a raise employees must come up with a way to improve the workplace, and then enact it, we barely have time to do the job we were hired for and now this. It is unfair and seems like policy enacted to make it more difficult to receive a aise.
