- figure out how to give actual raises not, take away 4%, then give it back as a "raise" , just so the workers can't complain,

In three years no one got a raise in pay, but the new city manager, the raise and back pay given to him, could have given the men and women who keep the city a fifty centuries pr hour raise, instead he bought a new Lexus, and cut the budgets for public works as well as parks and recreation.
