Not where I worked and I can only speak for that department.
Freedom to work independently
No comment. Middle management is inferior as well as indifferent.
Women were actually treated better in the department I worked in. It was managed by a woman and there were more women than men.
Attitude towards older colleagues
Awful attitude towards extra training and difficult to be reimbursed for any work-related attempts at career development.
Overall compensation for your work
Benefits acceptable except for PTO. Salary on low end of the scale.
Office / Work Environment
Ventilation was either too hot or too cold. Temperature control was not good. Technology was outdated but acceptable.
They did not seem to appreciate a work-life balance. It was all about work, work, work! Moderate pressure to work more hours.

No stability factor. Risk of position elimination is high due to both mentioned in the question asked.
Difficulty maneuvering wheelchairs within the department.
