In federal government employees believe that it is unfair to reward outstanding employees. The employees felt that everyone should receive the same awards and recognition.
Support from management
There was no support from headquarters in dealing with conduct or performance issues. Those that complained the loudest were allowed to do the least to prevent EEO complaints.
Employees were able to effectively negate any management by the mere mention of discrimination. Many of the employees made a career of filing EEO complaints.
