My experiences were mixed; i worked with some really great managers who were supportive and focused on everyone succeeding and I had some terrible managers who seemed to want everyone to fail. If you met goals, they would just raise the bar so you failed. If everyone met or exceeded goals, you were still required to rank employees and then give the bottom person an unfavorable review even though they met or exceeded all goal requirements.
