Too much bias, too much confusion, there is no cohesiveness and certainly does not follow any process or procedures.

No, the director is extremely bias to her favorite employee, when errors are pointed out it is dismissed and the errors are not placed on others as scapegoats and they are soon fired from the company. This is done to protect the one that is truly causing the errors.
