There is more than enough blame to go around. Anyone with any authority spends more time creating an "Exit strategy" as opposed to making a decision and taking responsibility for it.

Management will always cover themselves at the expense of Labor. Everything ir reactive and blame gets "pushed down the chain".
Company meeting once a year. Communication is strickly rumor driven. Certain individuals (managers) have made a career of "Stirring the Pot" among the hourly help to distract attention from their own failures.
