Tense, back-stabby, culture where the managers are bullies and very publically favor or bad mouth and mistreat employees.

You're told to ask for help if you're overloaded but when you do you're told to take ownership and prioritize as if that added hours to the day or reduced the mountain they throw at you. One guy complained about the amount of work that was being palmed off (from favored employees) onto his desk and he was asked if he preferred to resign.
