My supervision has changed over the years, my current supervisor is willing to assist but past supervisors have not

The state position has changed, the vacation/personal time you receive depends on when you were hired. Tier 1 vs tier 4 vs tier 6
It is a stable position but very clicky and a 'good fit' depends on whos perspective

Suggestions for improvement
- The building itself is older and needs repairs. The HR office is bias. Bad behavior is allowed to flurish. The company would benefit with a more transparent atmosphere.
What I like about the company
In my position I have been allowed to complete my daily work without micro-management. I am trusted to do my job with minimal supervision although an entry level grade. I find the work itself a positive challenge and relatively satisfied with the pay, pension and benefits,especially since I did not need to test for the position, only interview, and experience could be counted in lieu of a college degree. It is family oriented, for the most part, and could tend to family matters without penalty. There are much worse jobs to be had!
What I dislike about the company
While interviews are conducted, the company tends to promote within and can play favorites. It has been my personal experience to witness a newly hired employee be removed by deliberate lack of training because there was an opportunity to hire back the previous worker for that position. While there is manditory training for work place violence/harassment and sexual harassment, these 'zero tolerence is not implimented.
