Little culture, policies and rules are the only culture. From a bullying CEO down, it's all about "me".
Support from Management
Far too much CYA leads to very weak leadership as most folk are worried about comp and job security, and the impact of making decisions.
Same as leadership support, nobody want to be seen or heard, so there is no incentive for teamwork.
Level of Autonomy
It's a do what you're told environment
