Company had a very strong culture when I started but as the founders have left and CSC has taken charge, it has dwindled.
Support from Management
CSC, the parent company is pretty screwed up and seems to hamstring local management.
Teams are pretty insulated from each other and the lack of strong leaders hamper real team building. Most of the team culture is brewed within the teams.
