Management operates with the employees under their thumbs. Employees are not free to speak because there's management retaliation if something is said that management doesn't like. In other words if an employee says the wrong thing they will be fired.
Support from Management
Management says that they want employee input but in reality they don't and do things their way. A lot of times management won't even listen to their employees when an employee tries to communicate a problem or solve a problem.
