some of the supervisors are absolutely wonderful and are willing to always help without judging the situation.

Upper management don't take the time to help properly train the staff. Instead they will come in and make matters worst because the policy says one thing but on the job sites its not always handled according to policy
Level of Autonomy
they have very unrealistic expectations and don't understand when things simply can't be done. instead of helping the situation they believe that if they find someone else to do it things will get better. instead it only made the workload harder and created more work for those who are employed still.
