The executive management micro manages every decision made by department staff, making it almost impossible to meet timelines and achieve goals. While they say there is transparency in management, there is none. Tactical strategies are changed on a dime with no explanation. There is significant turnover in management resulting in inconsistency in messaging and expectations.
