There is often a lack of leadership and support. The opinions and input of front line staff are consulted only symbolically and rarely implemented. rhere was also a lack of advocacy on the part of individuals in leadership roles on behalf of subordinates.
Diversity was typically addressed only rarely and in those instances the candidates were not well qualified.
