There were individuals who where good reasoning managers who were blocked from doing their jobs well by horrendous middle and upper management
The team level was massively collaborative and other teams would do whatever they could to help.
There was a lot of whining by middle management about performance of groups that were 50% staffed or less. You knew a lot about the state of things but as the company grew the staff shrunk.
