Productivity was the goal, so there wasn't too much time available to celebrate employee accomplishments or milestones.
Support from Management
Managers are forced to meet high productivity expectations from their Directors, and the stress is passed onto the department's employees to meet the expectations. Which means working more hours than they are suppose to in order to complete their daily tasks.
