Management rarely has positive feed back. Have created a culture "of do more with less"

Too many chiefs. Results in indecisive direction and decisions
Most employees are content with passing the buck to someone to resolve, fix correct. In other words not taking ownership of their work.
Freedom to work independently
Reduce the work force. Redistributed workload, did not compensate for extra areas of responsibility.
