There is not trust with upper management. They will make promises they will not keep. Violations of safety policy are subject to opinion of that person and not fairness related to violation.
Support from Management
Leadership support is about supporting the leaders, not the employees. There is a lot of micromanagement, hypocrisy, idea steeling, self promoting of power by leaders and bullying, which is not a way to follow.
