Managers are micro-managed from above. The company hires managers with strong backgrounds and then doesn't allow them to do their job unless they run every (including small) decision through him. Managers have no authority.
If you want a new idea or suggestion to be implemented, you have to wait until top management thinks of it. It is not worthy of their consideration unless it is their idea.
