Ownership doesn't allow managers to act or employees to improve.

The ownership of the company doesn't value or trust their managers or employees. Often going against the advise of trained (degree and certified) professionals. Even when clear evidence supports the employee ownership refuses to acknowledge the employee
There is no communication or information transfer. Often people are simply ingorned.
