There is a pervasive problem with a culture of fear, criticism and intimidation. An effective culture of support, ethical leadership and teamwork is mostly lacking.
Lack of support by executive management for line staff and middle managers is the norm. Executive leaders will deny this but in reality they are threatened by creativity and independent thinking. Fear and intimidation are the major management tools.
