The culture is about hoarding information and not disseminating it.
In the groups I've worked in, I've usually been a team of 1 - the only one in the group working with the skill set or on a specific project. There is no team to work with. You are isolated.
Freedom to work independently
As mentioned, you are a team of one so autonomy is pretty much de-facto.
There is a general lack of communication. Top management doesn't communicate, managers don't communicate to their employees, employee's don't communicate with each other. Silo's of information culture.

The Guv has banned the words "Climate Control" from our vocabulary. We're not allowed to mention "El Nino" as to why we've had a nonexistent hurricane season. You figure .....
No problem here - we're on cruise control
State job - but not as secure as in the past. The Guv is want to cut as many state jobs as possible.
We do have elevators, accessible stairwells, wide hallways
