Highly reliable organization with cultural holes to fill
Culture is dependent on department and leadership. More areas have positive momentum than others. However, current area has experienced SIGNIFICANT turnover due to poor culture and leadership.

Hit or miss dependent on manager.
Freedom to work independently
Espouse empowerment and autonomous working until honest mistakes are made, but fail to teach and help staff learn from those mistakes.
The system communicates as effectively as a 26000 employee organization can.
