There is a few attempts to have a good positive culture, but there is not enough time or resources or people to help encourage a culture. Much or the culture is to just work and get things done.

Leadership just wants to get things done and will often shorten time frames and due dates while adding more break-fix and unexpected situations and then add more meetings, expecting the same amount of work to be done with less time.
