All talk, no action. Open communication about issues, risks, opportunities for improvement are used against the messenger.
Support from Management
No significant leadership. Only pushy bullies.
Culture "says" to work well together in an honest and direct manner, but culture actually does the opposite. They only want to hear "good" news and want egos stroked.
Level of Autonomy
Big goals will be demanded, then when you achieve them, the goals will be adjusted so that you miss the target. EVERYTHING requires approval by committee and senior leadership sign-off which is the opposite of the agility that they "sell."
