People are commended for good work. However, there is no trust between employees when looking at getting ahead, and people in position to make decisions manipulate the system.
Support from management
Supervisors are lazy or reserved. Their bosses are never available to take feedback.
People are punished for helping others.

No one has a say in the way things are run.
