My managers have no problem engaging in arguments with staff in meetings. Opposing views and suggestions are met with passive-aggressive comments, a defensive front, and lots and lots of excuses. The so-called "safe" room meetings are anything but safe when leaders take criticism personally, and are threatened by questioning their methods.
Some areas have great teamwork, but most areas do not give a sense of cohesiveness. Very segmented and individual-centric culture.
