The company culture supports all of the byzantine and abrupt changes of policy by just adopting a "take it all in stride" attitude. No policy has ever been put into place there that came about as a result of the employees. If there is a problem to be solved, they present a solution, get a group of people together to publicly approve the predetermined solution, and then trumpet that they arrived at a solution that works for everyone.

All the leadership has is a bunch of pre-prepared phrases and word-salad jingo to make excuses for their ridiculous lack of foresight, planning, or actual communication skills.
