Fear based culture where only the "yes men" will survive.
Support from management
In discussions with management, objectives are often vague at best and direction is seldom provided. Projects that are a top priority one week will be forgotten about the next.
Most employees are not interested in collaborating but rather keep their knowledge to themselves for purposes of job security.
Freedom to work independently
The ability to work independently is vital in this organization.
Very little direction and almost no feedback from management. There is also a severe language barrier that doesn't help either.
Office hours are officially 9-530, but no one leaves at 530. As mentioned earlier, this relates to the element of fear that permeates throughout the organization. Employees are expected to stay later, regardless of their workload.
