Management is forced to execute many layoffs (off shoring) each year so the trust level of employees is low. In all honesty, we are usually told a few days before a layoff.
Support from Management
The company has too many managers because they promote long time employees (I know from personal experience as I'm a manager). As a group, we're fairly lazy and keep our employees around as long as possible even if they don't work much because we try to keep our headcount. We keep layoff lists and if forced (likely) we cut them without notice.
