High Risk people (in regards to Covid) are getting pushed hardly to come on Site working.
No real care-taking for them.

Replace Management Roles (the Bosses) to eliminate the big big chaos and to bring in values and behaviors.
Recruit people with knowledge and expirience. Start hiring LEADERS!

Could be great, if the bosses (Not Leaders!) would stop doing micromanagement.
