People are worried about the climate of pressure and concern for the future. Threats and intimidation are made on a daily basis to carry out their work quickly and with scarce means available. If you try to make an observation or object to something, you are underhandedly punished, so people are silent.
It is not possible to report incorrect management behavior because you do not know who to turn to and who you can trust.
