Start to be honest. Stop faking 5-star kununu ratings. This is an awful place to work and you know it.
Stop pretending. Start improving. Since I was hired, I haven’t heard from HR a single time. As soon as I signed the contract, HR stopped caring.

It’s chaos. IT delivery is based on near- and off-shoring. Externals are actually doing the work. The rest is hiding away in home office.
Since there are plenty of badly defined roles, no one feels responsible for anything.

Ad-hoc meetings and multiple standups (that take often more than 30 mins each) replace planning and vision.

Everyone knows about the flaws in the company, but there is this agreement among us to appear busy and professional.

You can hide away in home office and work on private projects.
No one cares, no one notices.

There are formal line managers without any impact for you.
No guidance, no feedback, no leadership.
I assume they gave up or are just not interested.
