And not fill every other job with Russian colleagues who only stick to themselves, promoting and advancing each other while ignoring everyone else.

My direct supervisor, in my case the head of sales, used to advocate for me. Now that responsibility has been divided among several people. And there, you're practically forbidden from approaching upper management with your problems.
