Good colleagues but very unfair promotion and compensation standards

I really enjoy working with most of my colleagues. It's also important to mention that most of the tasks are fun.

As mentioned, totally unfair way of promotion and compensation.
Sometimes no one cares about work you do even after highlighting it. Even when your agreed upon Goals are successfully executed, don't expect much coming out of that.

On paper Dynatrace has rules for promotion. Employee has to do x, y, z to get promoted. However reality is different.
Apparently this rule doesn't apply to employees who have managers with good rapport with upper management. They can get promoted whenever for whatever reasons.
I get that there are exceptions. But I have seen exceptions are used totally unfair. Why does one employee has to submit thesis and another one doesn't have to?

Very unfair standard. It's like a bad lottery, you might get lucky once in a while. However most of the time, it's just rigged.
For some role, there isn't even career progression path after years of having that role in the company.
How is someone supposed to get promoted when they don't even know what is expected of them at higher levels?
