Start giving people a real path to get promoted. Stop promoting people for kissing the right behinds.
There are plenty of people who are doing a really bad job and everyone knows it-> handle it (no more "this is not my department, my hands are tied")
Start treating people as people again and not as Human resources (yes, you have renamed, but the treatment did not change)
Stop doing "a great place to work" surveys just before you announce the next cut in benefits (work from home cuts, December 24/31 no longer counts as extra vacation day)

Getting worse and worse due to the declining conditions. New hires are the only reason there are still positive reviews here.

No honest communication, everything is "great" or "usual on the market"

Inside your own team great. If you need something from people outside your department, good luck.
Work-Life-Balance
Depends on your team. People who care get burnt out, but there are people who clearly don't care and nobody does anything about it.

Many incompetent people got promoted and they see it as their personal mission to put everything in a great light, when it is obviously not.

Depends. Your equipment is great, but the office is too small. The team is forced to come to the office twice a week, but it is not guaranteed that you can sit together.

Complete secrecy about wages, "Einkommensbericht" is NEVER announced officially, which pretty much tells you everything you need to know.

Karriere/Weiterbildung
There are plenty of people who are not getting promoted, when they deserve a promotion. Promotions are promised and delayed, while those who are in the sphere of influence of certain people get promoted often and regularly. There should be a board that makes sure promotions are fair, but that is just to gatekeep promotions.
