Stop trying to hide the problems from the HR department.
To the HR department: please investigate for each co-worker, whether the tasks assigned really need 40h/week.
judge people on there performance and not on how many years they have been with the company.

we're forced to give new colleagues EG13, sometimes EG14. After 10 years of experience EG14 can be reached (sometimes EG15). Unqualified persons are having leadership positions and better saleries, sad situation.
