Managers in Finance, especially at VP and senior leadership level, are often really mean. They generally do not care about the team at all, and it seems completely irrelevant to them if people leave the company.
In Finance, there is one person in particular who bullies everyone, constantly puts people down, and often even stops greeting colleagues. Despite this behavior, she continues to be promoted and supported. Nobody dares to say anything to her because she has a genuinely mean and intimidating personality.
