Über HR - unfreundlich, unprofessionell, Mangel an Wissen über ihre Aufgaben

During the job interview process, the following rounds in order,were attended by me- HR(Telephonic), Telephonic interview(a Technical background interviewer), Personal interview(same HR and Team leader).
1. HR- over the call, the HR seemed completely disinterested since the time the word 'Hello' was said. Seemed like they were fed up of interviewing candidates( if so then why did they even call!). Hardly countable words were spoken after all the information is given to them.
2. Telephonic interview- a Technical background interviewer was professional and knew exactly what they were supposed to ask and reply. Good!
3. Personal interview- same HR and Team leader. The HR had absolutely no smile on their face, the most unwelcoming HR I have ever come across in my career. Did not even bother to introduce the candidate to the Team Leader. No words were spoken by the HR during the personal interview. Finally just 1 general question was asked!The HR never bothered to explain about the interview procedure at any time.
Team Leader was good.
Please note: even candidates asses the way HR speaks to us over phone/personal interview by the nature of their tone as the HR assesses the candidates.
